[2 MODS][ICS] Home Button Lag Fix + ICS Lockscreen

I'm combining 2 mods that I found over on the i9100 forums b/c they both involve android.policy.jar. I think they are both uncontroversially better than stock, so I can't imagine wanting one without the other, but maybe that's just me.

What it does:

• removes lag when pressing Home button (while OS is waiting for Home double tap to launch voice control)
• changes default lockscreen from Samsung to AOSP ICS

Install:

• MAKE A BACKUP
• If you have a mod/theme that uses android.poicy.jar, this will break it, and potentially cause bootloop -- start from stock for best results
• flash from recovery
